Investigation Parameters.

 

In general terms a TSCM Survey will encompass the following parameters.  Each TSCM Survey will be tailored to your specific needs which will mean that it will deviate from the following:

The investigation will focus on the designated and immediate adjacent areas.  A visual inspection of the offices and adjacent areas will be conducted first.  This will allow the technician(s) to determine the type, amount, and location of electronic/electrical equipment and to ascertain the physical layout of the office complex. This will also allow the technician(s) to look for any obvious evidence of clandestine surveillance devices such as microphones, Radio Frequency (RF) transmitters, and tape recorders as well as any locations that could be utilized as Listening Posts (LPs) or transmitter relay points.  Any physical and technical security weaknesses that are observed during the visual inspection would be noted for later evaluation.  After the interior visual inspection is completed, a RF Spectrum, Infrared Red (IR) energy and power-line search will be conducted to determine if a clandestine RF, IR, or carrier current transmitter is in operation.  The RF Search would also reveal if any of the electrical/electronic equipment is, by design flaw or through malfunction, or modification, transmitting a radio frequency signal outside of the investigated area.  A Thermal Imager will be used to identify heat signatures caused by an operational clandestine audio transmitter or video camera/ transmitter. All objects in a room as well as the floor, ceiling, and walls will be inspected for heat sources.  The presence of an unexplained heat source would be further investigated by other means as explained in this paragraph.  A Non-Linear Junction Detector (NLJD) will be used to locate non- operational surveillance devices.  The NLJD operates by emitting a micro wave signal that penetrates non-metallic objects.  When the signal strikes an electronic component it reflects at a different frequency.  The NLJD controller processes that signal and provides a read-out to the operator.  This provides the ability to inspect objects, walls, furniture, etc, without having to disassemble the item.  The area will be checked to ensure that no unauthorized wireless access points are present.   An unauthorized access point can allow unauthorized person(s) to access a network by bypassing firewalls and other security precautions.  A physical inspection of all furnishings will be conducted.  Furnishings and office equipment will be inspected and where required, disassembled to ensure that no surveillance devices or unauthorized modifications are present.  The telephones and related wiring and equipment will be inspected for any indication of taps or clandestine surveillance devices.  Telephone instruments will be disassembled and inspected. A security seal will be placed on the instruments to provide an indicator if tampering occurs.

 

An exit briefing will be conducted, if desired, to discuss the findings of the investigation.  A formal report will also be provided.

The TSCM Teams are led by government trained Certified or Master TSCM Technicians.  All lead Technicians employed by TCM Investigations have been trained in federally accredited schools and have ten to 20 plus years experience.
